נימוקי יוסף הלכות קטנות (מנחות) – הלכות ציצית דף יג ע”א:
“מעלין בקדש ולא מורידין. לא משום שהלבן חשוב מן התכלת שהתכלת דומה לכסא הכבוד. אלא דכיון דהעלתו ללבן תחלה מטעם הכנף מין כנף אין מורידין אותו ויעשו ממנו קשר האחרון שהוא קיום הבנין כן פירש רש”י ז”ל”.
“We go up in kedushah and we don’t go down. Not because the lavan is more chashuv than the techeiles—since techeiles resembles the Kisei HaKavod. Rather, once he already elevated it by doing the lavan first, because of min kanaf (‘the corner’—i.e., the thread matching the garment) we don’t lower it again; and therefore they should make from it the last knot, which is what maintains the structure. So explained Rashi z”l.”

רבינו גרשום ומסיים בלבן משום דאין מורידין בקדש דאי לא הוה מסיים בה הויא ירידה דמעיקרא אתחיל ביה והשתא שבקיה
“And he finishes with lavan, because we don’t go down in kedushah—since if he wouldn’t finish with it, that would be a ירידה: at first he began with it, and now he leaves it.”
