To the honorable Rabbi Binyamin Zev HaLevi Horowitz, shlit”a,

Editor of the annual Vehaya Lachem L’Tzitzis,

Warm regards.

1.The reason why the broader Torah-observant public, including those who are scrupulous in mitzvos, hasn’t accepted the current techeiles isn’t because they doubt its authenticity. On the contrary, the evidence identifying the current techeiles with the chilazon mentioned in the Gemara appears solid and convincing—it speaks for itself.

2.The real reason why most Gedolei Yisroel refrain from using it is not due to skepticism about its validity. Rather, it stems from an internal sense developed over the last two hundred years to avoid making changes—even when halachically justifiable—out of concern for preserving traditional practices. This stance serves as a protective barrier against those who seek to undermine or adapt Torah practices. This principle has become so deeply ingrained that it has the weight of Daas Torah, even to the extent of setting aside a Torah obligation like the mitzvah of techeiles.

The general rule is that even positive changes are viewed by Torah sages as potentially opening a breach, the consequences of which are unpredictable. This idea aligns with the halachic principle that Chazal have the authority to suspend a mitzvah through passive non-action (shev v’al ta’aseh).

While some Gedolim, such as the Maharsham and others, did wear Radzyn techeiles, they did so privately and did not promote it publicly.

3.Similarly, although there are cases where minhagim have changed—such as the halachic ruling on bein hashmashos (dusk) in Poland and Hungary, where they once followed Rabbeinu Tam’s approach but later abandoned it, or the cessation of duchening (birchas kohanim) daily in certain communities—these changes generally occurred in newly-formed communities. For example, after World War I, when kehillos were uprooted and re-established, or in America, where new communities were founded starting nearly 200 years ago with large-scale immigration from Russia. [This shift can be observed in old calendars published annually.] However, established kehillos that remained in place were extremely cautious about making any changes.

This sensitivity reflects the perspective of true Gedolei Yisroel: Torah observance as it has been handed down is the fulfillment of Hashem’s will. This is the Daas Torah behind the apparent “disregard” by many Gedolim for the active fulfillment of the mitzvah of techeiles.

That said, clarifying this mitzvah from all angles, as you are doing, is unquestionably valuable and important—especially since it is a mitzvah that lacks widespread advocacy. Through the merit of this mitzvah being fulfilled even in the form of v’nashalma parim sefaseinu (study and discussion), may we merit to observe it fully in practice.

With great respect,

Menachem Mendel HaKohen Shafran
