English Translation
The Shu”t Mahari”l HaChadashos, Siman 5 states:
He follows his reasoning in being lenient regarding that decree, as it is written in that teshuvah that even if he saw someone placing tzitzis of linen, he would not protest, since nowadays Techeiles is not available. However, the rest of our Rabbanim were stringent, like the Rosh and those who followed Rabbeinu Tam and Rav Amram, as mentioned above.
And the logic is that perhaps the matter will return to its problematic state, meaning that Techeiles will once again become available. All the more so according to what the SeMaG (Sefer Mitzvos Gadol) wrote, that this Chilazon fish is in the Yam HaMelach (Salt Sea) and that he wrote signs to identify it. It would then be easy to produce Techeiles. But who would dare to challenge the kings, to insert oneself between towering mountains?
