“Why don’t more Ashkenazim tie techelet according to the Tosafos? One reason might be found in a responsa written by HaRav Moshe Mordechai Carp in 5772, where he notes that you cannot use a techelet string in place of white, therefore if halacha is not like the Tosafot, you would have too many techelet strings in your tzitzit.”
Update 2021-11-01 – R’ Karp now wears Tosafos ratio as well.

“Five years ago, in 5770, HaRav Moshe Mordechai Karp, one of the leading poskim in Kiryat Sefer, wrote an approbation for a book by Rav Eliyahu Tavgar, the rabbinical authority for the Ptil Tekhelet Foundation. “Although in practice,” writes Rabbi Karp, “for a number of reasons we cannot obligate one to wear techeiles, as Maran HaRav Yosef Shalom Eliashiv shlita [he has since passed away] has ruled, nevertheless certainly those who had the merit to clarify the halacha and arrived at the conclusion that [Murex trunculus is authentic techeiles] must fulfill the mitzvah, and embarassment has no place when it comes to fulfilling halacha.””

Rabbi Moshe Mordechai Karp is a Lithuanian Haredi posek, rabbi of the northern hill neighborhood in Modi’in Illit, and the author of many halachic works.
Biography
He was born to Aharon Zisha and Sarah Miriam Karp. He married the daughter of Yisrael and Chana Sarah Rivka Margalit, who was the daughter of Rabbi Shlomo Sobal. He lived in Jerusalem, where he was one of the prominent talmidim of Rabbi Yosef Shalom Elyashiv, and learned in the kollel of Rabbi Dovid Zicherman. Later he moved to Modi’in Illit, where he heads several kollelim. He also heads the charity fund “VehaChazakta Bo.”
In 5763 (2002–2003), he joined Rabbi Yosef Schreiber in leading Yeshivas Nefesh HaChaim in Modi’in Illit. After some time, the yeshivah closed.
His views
He wears Techeiles out of doubt. [1] Regarding wigs, he published that there is reason to be concerned about an issue of avodah zarah with them, and that even aside from that it is preferable to wear a headscarf. [2] He published a letter against taking the COVID vaccine because, in his opinion, it had not been sufficiently tested. [3] In the Eliezer Berland affair, at first he came out in his defense and argued that one should not believe the rumors against him, [4] but later he clarified the facts, retracted, and came out against him. [5] Regarding the Lithuanian split, he spoke out against the fighting, persecution between the factions, and the ביזוי of the rabbanim on the other side, and his view is that the rabbanim on both sides should be respected and that people should live in peace. [6]
His books
He wrote over 60 seforim, most of them on halachah and some on Talmud. He is distinguished by the fact that he clarifies the halachah from its sources and rules according to what appears correct to him, and according to what he received from Rabbi Elyashiv.
He writes mainly on practical day-to-day halachic matters in Orach Chaim and Yoreh Deah. Among them are Hilchos Shabbos BeShabbato on the laws of Shabbos, and Mishmeres HaBayis on the laws of kashrus.

הרב משה מרדכי קארפ הוא פוסק הלכה חרדי ליטאי, רב הגבעה הצפונית במודיעין עילית ומחבר ספרי הלכה רבים.
קורות חייו
נולד לאהרן זישא ולשרה מרים קארפ. נישא לבתם של ישראל וחנה שרה רבקה מרגלית בתו של הרב שלמה סובל. היה גר בירושלים, שם היה מתלמידיו המובהקים של הרב יוסף שלום אלישיב, ולמד בכולל של הרב דוד זיכרמן. בהמשך עבר למודיעין עילית שם הוא עומד בראש כמה כוללים. הוא עומד בראשות קופת הצדקה “והחזקת בו”.
בשנת תשס”ג הצטרף לרב יוסף שרייבר לעמוד בראשות ישיבת נפש החיים במודיעין עילית. לאחר זמן הישיבה נסגרה.
שיטותיו
הוא לובש תכלת מספק.[1] בעניין פאה נוכרית פרסם שיש לחוש בהם לאיסור עבודה זרה, ושגם בלי זה עדיף ללבוש מטפחת.[2] פרסם מכתב נגד לקיחת חיסונים לקורונה כיון שלדעתו הם לא נבדקו מספיק.[3] בפרשיית אליעזר ברלנד, בהתחלה יצא להגנתו וטען שאין להאמין לשמועות נגדו,[4] אך לאחר זמן בירר את העובדות וחזר בו ויצא נגדו.[5] בעניין הפילוג הליטאי, הוא יצא נגד המלחמות והרדיפות שבין הפלגים וביזוי הרבנים של צד השני, ודעתו שיש לכבד את הרבנים משני הצדדים ולחיות בשלום.[6]
ספריו
הוא כתב מעל 60 ספרים, רובם ספרי הלכה וחלקם בתלמוד. הוא מתייחד בכך שמברר את ההלכה ממקרותיה ומכריע כפי הנראה לו, וכפי שקיבל מהרב אלישיב.
הוא כותב בעיקר בענייני הלכה יום יומיים שבחלקי אורח חיים ויורה דעה. ביניהם הלכות שבת בשבתו בהלכות שבת, ומשמרת הבית בהלכות כשרות.
